Centre for Public Policy at IIM Bangalore will host the XX International Conference on Public Policy & Management from August 19 to 21, 2025.

CALL FOR PAPERS

The interdisciplinary conference draws scholars representing diverse perspectives on public policy issues and provides a forum for showcasing the latest developments in policy research and practice. The conference hosts pre-conference activities, academic sessions, topical policy debates, workshops, panel discussions and practitioner-oriented discussions on contemporary topics in public policy and management.

The conference is ideal for academicians, students, research scholars, policy practitioners, lawyers, NGO professionals and anyone with an interest in public policy.

The theme for the conference is: Rethinking State Capacity in Delivering Public Policy

  • The modern state is anchored by regulations, schemes, organization and broadly, public policy, whose effectiveness is driven by the state’s capacity to deliver on its intentions. Development of theories and frameworks around State Capacity is an ongoing academic exercise. Building on State Capacity as a theoretical construct forces us to think about implementation issues, ex-ante. Can those be tackled by innovative design? Evidence around the world speaking to such innovations in State Capacity would be one way of looking at it. Monitoring, evaluating and learning from existing schemes, missions and programs and their lessons toward understanding existing State Capacity could be another. State Capacity’s role in fostering economic and social development cannot be understated, but equally, the challenges of Politics and Political Economy needs to be factored in while enunciating it.
  • From frameworks for expanding primary healthcare systems toward universal health coverage to strengthening informal labour markets, addressing climate change, advancing agriculture and financial inclusion, exploring pathways to a just transition in the face of socio-environmental changes, the exploration of State Capacity spans a wide array of critical themes. This call for papers welcomes papers and case-studies tackling these issues, among others, building towards an ongoing corpus of literature in and around State Capacity in delivering Public Policy.

Submissions not falling within these themes, but other wise related to public policy topics are also welcome.

Call for Research Papers, Practitioner Case Studies

Authors are invited to submit their original research findings and case studies relating to above themes and other public policy topics under any one of the following two avenues:

Research Paper

The full paper should adhere to the following guidelines:

The topic of the paper should be directly related to public policy.
The word limit of the paper is 8000 words and the abstract is 250 words. The expectation is that the paper will be at least 5000 words.
Please use British English.
Please send the paper using MS Word format, Times New Roman font, 12 font size, 1.5 line spacing.
Please send author/co-author’s biography (2-3 lines) indicating affiliation, designation, and contact details.
Please check for plagiarism, grammar, punctuation, and spelling before submitting the paper.
Full research paper (along with a plagiarism check report) should be submitted before 31st May 2025 using SignUp/Loginlink
During Signup/Login, please indicate, in case your paper is not selected for full paper presentation, whether you are willing to include it as a poster presentation.

Practitioner Case Studies

Policy practitioners from both the public and private sector and researchers are invited to submit case studies from their successful experiences in the field, challenges faced in policy implementation, and learnings that could drive policy recommendations.

The word limit of the case study is 5000 words.
Please use British English.
Please send the paper using MS Word format, Times New Roman font, 12 font size, 1.5 line spacing.
Please send practitioner’s biography (2-3 lines) indicating affiliation, designation, and contact details.
Case study should be submitted before 31st May 2025.


Support for selected PhD students

The Organizing Committee will provide accommodation facility and travel allowance (round trip - rail/economy airfare) to 15 bona fide PhD students based on quality of the paper. The decision of the Committee will be the final.


Selected candidates should book the travel tickets for II tier AC train and those who have difficulty in travelling by train and located more than 500kms away can book economy airfare.


Tickets and boarding passes (in case of flight tickets) should be shared with us for reimbursement.

No, the selected papers are not published in any journal. However, abstracts are put together as part of the conference report which is mostly limited to organizational reporting.

There is no online presentation. All presenters must be present at the venue.
