Jaitley invited ideas in the banking sector during the pre-budget consultative meeting he chaired for the financial year 2017-18, which was attended by top economists in the country along with the top brass of the Finance Ministry.
Prof. Charan Singh discussed separating debt from monetary management for better focus on both debt and monetary policy. To further financial inclusion, the Government should make provision for more ATMs in post offices, he said. He also suggested special budgetary arrangements for senior citizens such as universal old age pension of INR 500 a month, subsidized medicines and health care, meal scheme for the elderly on the lines of the mid-day meal for school children and the need for a think tank dedicated to economic, sociological and medical issues concerning senior citizens. Prof. Charan Singh also discussed ways to enhance the participation of women in the workforce. “Tax incentives or tax holidays may be extended to women in the country,” he suggested.
